They hated westerners and were averse to localizing anime in the west originally because they thought all gaijins were pirates and just stole shows. Pretty much how American companies think of the 3rd world pirating Netflix now actually. Like, yeah there was no alternative if you wanted to watch Code Geass or Death Note before they got picked up by Adult Swim, but it was still piracy and Japanese people are really backwards about piracy. Even Crunchyroll was originally a site for illegally streaming anime before they made a bunch of backroom deals with the studios to simulcast stuff.
