It's like using training wheels or how you dad would hold you steady while learning to ride a bike (apologies to any poor bastards out there); copying other artists is the most effective way to develop your hand skill from scratch. When you are a beginner, there is no question of how you should move, because you are not capable of moving how you would please in any case - the question is learning how to move in the first place. People who say things like 'you should only draw from your own hand' don't actually care about your development.
If she was trying to pass someone else's work off as her own that would be a separate matter (given it's nene though i would be very surprised if this is the case), but the act of tracing itself is not only not bad, it's in fact one of the most valuable tools your toolbox as an artist.
