I'll give them that, since they take days to prepare, those are pretty elaborate.
Having watched the NijiGTA server quite a bit though, that is NOT what happened there.
Kanae tried to carry over that idea, but only really got it working 2 times over the whole week. 1 chase being cut short because he picked up a very slow car.
Later on, the Kuzuha gang did construct an empire of crime ... but most of the time they were just walking around talking to people, nothing as interesting as what people are remembering.
And the rest of the time they were fucking around as much as Lui and the bakery gang.
This is classic cherry picking.
Even worse, they're applying late game logic to a server just 2 days old.
