I believe Twitch's gift sub algorithm is specifically tuned to give out subs to those who don't watch streams that often as an incentive to try to get them to watch more. Evidence:

>For titty streamers, whom I occasionally open their streams (to see how their tits look) but don't stick around more than a minute or two, I constantly have gift subs to them.
Logically this makes sense. If someone is already a dedicated viewer and watches ads every day, why eliminate that revenue by giving them a sub? It's better spent trying to convert a non-viewer into a regular.
