If you just look at Council's sub numbers, they're waaay less than everyone predicted. The general trend for hololive gens is for the newest gen to outpace the previous gen barring outliers. To outside people, Council "flopped". However, if you've actually been following Susan's rampage, it's obvious that Council suffered from the worst culling of subs of any gen to date. There was literally nothing they could do about that but people who don't closely follow hololive wouldn't be aware of this.
Secondly, between Sana being MIA most of the time, Kronii's breaks, etc it gives the impression that Council has put in less effort than their predecessors which feeds into the "flop" narrative. I'm not saying that they have put in less effort but it doesn't give the best impression.
So I'm not trying to necessarily defend NijiEN's actions and Vox is a shithead for sure, but I can understand how a conversation like that would happen. It reminds me of the conversations about Nijis that I have seen happen between hololive fans who don't have the best grasp of what's happening with Nijisanji.
