some affect ships positively some negatively, electrical storms for example make your ships go faster and make planets produce more energy, warp storms actually buff psionic empires significantly and they don't get any of the negatives (I think) they can also randomly change planets and stars into different types (hasn't affected me negatively so far, not sure if the changed planets always give resources or if I was just really lucky)
