If Cover actually established a proper subsidiary in ANY western country and hired the girls through that, there would be no problem with perms, they could play literally anything at any point, like all the proper western Vtubers can, because every single western company realized it's just free eyes on your product and no one cares. But Cover just doesn't do that, and I have no idea why. I don't think it's incredibly easy and doable in a week or anything, but surely you can put effort into that and figure it out instead of spending who knows how many millions on Holoearth vaporware.
