This is the association of a person that uses an alias or stage name in entertainment (like an actor or idol). There is no doubt that The Rock is Dwayne Johnson, and under this law if he was Japanese this alias should be considered his and not the WWE's.
What I'm not sure is if this works for voice actors. Which raises the question, are VTubers voice actors, or (virtual) idols using a stage name? Can we make another link on how similar VTubers and Wrestling are, where their character/ring names are tightly tied to them?
