On a split concept: I think by far the thing that has had most influence in how the split has organized itself is the idea of "fortress", trying to come up with a specific concept does seem a bit dumb to me thought, but if it had to be something, it'd be that.
My reason to oppose "mind control", or "idea manipulation" is how easily something like that could get out of control, and because it takes away too much from how ideas would spread out naturally. In practice, it would either be too weak to just not exist or too strong to extend its hand over all culture in the Republic. I do also think it's a pretty reductive view of what civilization means, on the first place, I'd honestly just avoid trying to fully come up with a consisten definition for "civilization"
Having something like brain rot represented would be neat, and it does give us a good excuse to have reduced usage of magic. WIth the amazing power of foresight, we should have anything memory-related unaffected, I'd say.
Library seems redundant, as that's mostly done through the existing infrastructure of the Republic. I assume it's mostly meant to represent soundposts.
