It's not their fault really, nipland as a whole is a lot less proficient in English than it was ten or fifteen years ago for some reason, not to mention the fact that 95% of all elevens are never gonna leave the country for an extended period of time. All of this basically means that their eigo reps are all done just to pass tests in high school or college, and those fucking suck.
Then again, they don't really need it since modern japanese society doesn't really demand you know english unless you're working for a foreign company or dealing with foreigners in your department, which for most holomem is kinda optional for the most part.
