Mio and FBK have been friends since FBK was in anime girl highschool, the most common narrative is that they went to HS together and there's enough proof for me to believe this. Oka and Koro are online (i think) friends of Miosha. All of them were already NND streamers, like a majority of hololive. This shouldnt be a surprise because more than half of hololive already knew of eachother before they debuted, including the hilarious bit of Pe-san joining hololive not a year after Aqua did and having her official age as 111.
Its pretty hard to imagine now but Cover was not in the best place in Gen2, Niji was (and is) dominating the JP market and Cover really didnt know what the fuck to do to get out of the red. They had this idea of themed gens to help cohesion and branding, this brought Fantasy, later Myth, and probably a dozen others that we'll never see. One of the pitched ideas was "asian mythos". Nekomatas, Inugamis, the like.
They also wanted to try out Niji's 3-people generations. So they mixed the two, and made "Gamers".
Also hololive was supposed to be a pure idol company, as in *only* triple threat idols that also played games, all Soras and Suiseis. Gamers was supposed to be the generation to follow on Niji's and Kizuna2's footsteps and stream games.
But the central point here is that Gamers are FBK's friends, people that either asked FBK to be hired and she sort of strongarmed the hiring process for her friends; or people that she personally thought would be good for the gen and recommended them to the managers. Depends on how cynical you want to be but probably a mix of both because as you know Mio doesnt play games at all and Korone and Okayu are only interested in games 15 years old at the minimum. Like a week from launch, there was no difference between Mio and Ayame in gaming proficiency and she was 33% of the gen. Gamers was primed to be a complete disaster in Cover's most vulnerable moment.
At probably the last moment, Fubuki offered/demanded to be in Gamers too because, by divine intervention, her name is ShiraKAMI and she's a fox, fitting the Gamers' theme. Fubuki promoted the shit out of Gamers, Fubuki spammed collabs, Fubuki made SENPAITACHI to play with Mio when Okakoro predictably made her the third wheel, Fubuki personally invited Mio to every collab she could fit. In a time where Mio was getting shit for views and 50k subs was considered massive for a vtuber, and through all her hiatuses and suspensions, FBK as supported Mio the most out of everyone in hololive.
Im not exaggerating at all when I say Mio would've graduated after a year if Fubuki wasnt in hololive to make SENPAITACHI and hang out with her. Gamers is pretty much only Okakoro and Mio was already getting low views, hololive isnt even her only job so she has 100% considered especially in the first three months.
As extended Gamers lore, Botan was supposed to be the fifth member (Shishi are the chinese temple lions), but Aloe retired and they couldnt cripple holofive further. Informally incorporated with the OKBR-SENPAITACHI split.

Fubuki invited Flare to play like she did Mio, pushed her important dates on her stream,... Ended up making (forcing?) the bakatare group with Watame and Flare while spamming collabs with the struggling 4th gens.
She does this a lot, she's never been scared to collab with struggling holos, she even collabs with Holostars when its known people loathe collabs with men, she's like a reverse leech. A views donor.
