Over time twitter made it double as some kind of prestigious badge of woke to show how much of a tool you are. Granted that didn't apply to everyone (Ame for example), but a lot of people treated it that way. Now going forward anyone can have a verified account without having to be super famous or being a lefty ideologue. Elon also said he wanted to include extra features as well to make the fee actually worth it.
