Rangeban= your whole IP range that your ISP provides gets banned.
your ISP provides you with a range like for example:
81.xxx.xxx.xx
to
87.xxx.xxx.xx
You can't change this range, it always stays the same.
So If you get that range banned then changing your IP does not work, since your new IP will still be in the same range.
Only way to fix that would be switching your ISP.
