The main issue is that they structured the rules in a way that if someone came up with a good enough idea, it was essentially against the rules for anyone else to catch up due to homologation/engine freeze shit.
They then spent way too long realizing that having 2 cars a lap ahead of everyone else every race isn't interesting to watch, and when they did realize they tried fixing it in as dumb a way as possible
