My ffmpeg is also apparently using an older version of libvpx. It seems like something changed in v1.9.0 (the version you have) that made "-b:v 0" work differently. You want to set it to your maximum bitrate now, where as before, setting it to 0 would just let the encoder use as much bitrate as it wanted.
