they would be balanced by having a massive storm circle encircling their country, making it impossible for them to pass through on even with their technological capabilities.
the only way for them to leave is to board a very small airship with a max capacity of 60 people, and passengers are unable to carry armor/weapons with them due to the load limit on the ship. instead of passengers, these ships might be used for trading and carry loot in boxes.
these airships sacrifice a lot in order to traverse over the storm circle, so they would only be able to travel to neighboring countries.
