now there is no hard evidence that she fills out all space till #2 and her boobs could end earlier annd leave empty space below it havinng the rest of the dress dangling however besides that it makes no sense for the dress not to be fully around them and supporting them the point of the dress at #3 annd the way it has this X shaped crevice suggest that there is indeed a form of pressure that is actinng on the top even till the bitter end
since it is however hard to properly judge i put her at the end of the tier as i can not with full confidence say if she is even bigger than the other 3 in the same tier or not
