I think the manager had access to mod tools or something and was in invisible mode and was finding a good spot for Fuwawa to join in and letting her know what to expect.
After all, it showed that Fuwawa had logged in a while before her character appeared, so why would she only appear then?
It really just doesn't sound like Fuwawa.
