In Haachama’s case you can add the fact she reinvents herself every six months and sheds a huge segment of her audience with each change, making it up with a completely different and new group of people.

Pekora and Kuzuha shows that if you have a regular streaming pace (daily with few breaks) and a regular slot and content / style the audience will come, stay and settle

Haachama is as schizo in her numbers as she is in her streams. She could make a stable schedule (even with her kindergarden activities) and be like Fubuki but she doesn't want to be stable, she wants to either be great or burn herself in the attempt.

Fubuki, she s very underrated because despite no longer being the heaviest hitter of the company she still brings the numbers

Also also: Haachama is a wildcard. She could easily be in the 16k range if she had the work ethics of Suisei and Ina or the mental fortitude of Kanata and Subaru to push through even when things are rough.
But she doesn't so she's not consistent
