First and to get it out of the way, I think you can perfectly be a rival of Moriji (another one for the pile) and a powerful navy.
Now, as others mentioned, the Moriji navy is moderated by a series of factors which result in it not being able to concentrate its power in all but the most dire of circumstances.
-Moriji does not have a centralized leadership. Politically, it is divided among dozens of municipalities who rarely work together. Militarily, the Black Fleet is led by an Admiralty where the highest authority, the Admiral, has the freedom to pursue the objectives he wishes, and must convince other Admirals to join them in ventures. Most of the time, the Admirals prefer to focus on their own priorities and bicker with the other ones instead of uniting behind a single cause.
-Because the entire board hates Mori and Deadbeats, at any given time, Moriji is at war with multiple of... Sheesh, let's count them up.

So, if /~ehe/ wants to have a navy equal to Moriji's, I think you should think of ways to balance out and justify the raw power of said navy, because a navy of this size without moderating factors would be geopolitically disruptive OOC, and because in-character, a powerful navy needs a reason to exist.
I think you could also consider having the navy be locally powerful instead of being the long chuni arms of justice. A smaller force applied to a smaller area can do more damage. Whichever you want to do, I can help you hash out our rivalry and how your navy work.
