First, lack of visible interactions does not equal they're not close. There might be a correlation but it's not causation. There's a logical flaw there already.
Second, Gen 1 and 2 weren't designed as unit and members weren't encouraged to bond with each other. Heck, Gen 2 never had a full-member collab until over 2 years after their debut. They just debuted at the same time, and other than that there's nothing in common between them; they're just left to do their own thing.
Third, it's not just Haachama who is like this with their own genmates. Heck, nobody in Gen 1 is even remotely close to being buddy-buddy with everyone in their gen where they collab with each other all time. The only noticeable pairing between Gen 1 members were Fubuki x Matsuri, and Haato x Matsuri.
And beside, Haachama is pretty much an honorary 4th Gen anyway. She gets on well with everyone there and her deepest relationships are also there. Aki is also like her since she's closer with others gen members than the own gen she debuted as.
