Surprisingly, they were similar to modern vtubers in many aspects but never became vtubers themselves until very recently. Specifically the Hololive boom in Korea caught them off guard completely and since then they've been scrambling to adapt to the culture. The new format (vtubing) has given a lot of smaller streamers an opportunity to go big. A few notable examples of dullahans turned to vtubers are Nari of NijiKR, Chesom, and of course Ver.
It's going to be interesting to see what kind of effect they have on the vtubing sphere as all of them have a veteran level of streaming experience, in an environment similar to vtubing. Especially since there's a good number of dullahans that are bilingual I can see some of them going to foreign corpos.
