I would assume the main obligations being travel and helping to run the whole EN branch behind the scenes - which, correct me if I'm wrong, but I'm sure the JPs who also do RM streams don't have to worry about nearly as much, especially since they already live in Japan and speak the language fluently. Even someone like Mori doesn't have quite SO much holding her back from being active on both her personalities, not to mention I hear she has studio connections to make things a bit easier on herself.
If it was already too much for her to balance other responsibilities with streaming regularly, then adding PL streams on top would 100% just result in another Gura situation anyway.
