It's just faffing about. The first season did at least have a fun underground mafia golf thing early on, but it went away when girl A entered an above-board tournament to compete with girl B.
I watched all of the 1st half when it came out, gave up on the 2nd after 2-3 episodes because the golf got sidelined and the romance was boiling at a rate comparable to a drum barrel over a candle. It's not very well paced
in my opinion of course; my favorite "romance" anime are Toradora! and UY though, so I am a bit biased into stories being framed certain ways and the golf part takes 2nd stage a bit too much later on in the series.
