Despite the vocal anti-split sentiment that exists there, it's well documented that there's a plurality of posters there that also crosspost in their oshi's respective splits. I know certain splits are more pro-Global than others, but it's important to consider that even if Global isn't necessarily present in a split, splits are definitely present in Global.
Personally, I think this lends credence to the idea that it exists as the center of a sort of EU-esque existence on the Holo-continent, where the participating split threads send delegates to do whatever administrative things at the seat of government.
