It's why they have such hand-me-down and shit equipment, their budget is subservient to the larger Navy budget, and to justify their existence every funding cycle, the Marine Corps touts itself as "lean" and "efficient," so much to the point that they're, imo, lacking mission critical equipment to complete some of their expeditionary purpose.
