I think it might be neat to work in the cyclical nature of /grave/ as well. That's kinda self evident, but I did some reps to be sure and basically it pops up whenever there's a graduation, right? What if that was what made it possible for the system to the discovered? That wouldn't be directly important to the plot, but I think it would make for nice background lore.
Like, say the system is shrouded in dense vitubium clouds on one side of the Nebula, such that it usually can't be seen from the outside. Maybe the stellar object of the system has a lot of vitubium attuned to graduated chuubas, such that it becomes more energized when there is a graduation.
When that happens, the object emits a vitubium flare which pushes the cloud off, making the system visible to the outside for a short time until the clouds reform and /grave/ goes into hiding once more.
This kind of violent event would also be another factor to impeded societal development.
So, basically every couple hundred/thousand years when a big chuuba graduates, the /grave/ star farts, pushes the clouds off a bit, and there's an opportunity for someone to notice the system (in this case, a Risuner ship).
Also, focusing the story on the rescue party definitely sounds like the fun angle! With like a prologue for the Risuner misdventure which ends with some kind of cliffhanger.
