It seems to be very popular and the /kkg/ thread on /h/ is by far the most active, so this tells me the cost/benefit of learning it is worthwhile. I've been using it since December I think, so maybe cut that down by half or two thirds to get to my level if you aren't as lazy and unmotivated as me, even less if you actively specialize in something like these VMD motions.
VMDs specifically are very easy to use, you just import the motion, camera and sound files and tweak a few things, so if you mean literally like this animation you can learn it in a week or less.
What Kikiholes anon makes is on a whole other level. I have not even seen people that sell their scene data/videos making shit as complex as he does. So many details and he has an eye for them, genuinely talented and hardworking. That definitely takes years and experience in other programs.
