Basically naval officers and theorists pushed for steam ships as the future, and some in the Principality also partitioned, leading to Hoshiyomi negotiating a place in the fledging project to build some test ships. Hoshiyomi provides the designer and ship builders for the new hull, while the Republic provides the engine and armaments. Ships will be owned by the project but de facto it operates out of the Republic's facilities. Its goal is to evaluate the feasibility of novel design concepts like screws and train men to work large marine steam engines to prepare for more steam warships.
