Theres a thing named WebMConverter, that is made by an anon so its basically made with soundposts in mind
This is the dumb proof way to make them if you don't wanna mess around with YT-dlp that gives you more freedom.
You can just put a stream or video link in there with the timecode, and download it with audio first, then extract the audio (many ways to do this), and run the same file through it again, this time setting the limit to 4MB like in the image and removing audio
That should give you the 2 base files in high quality. You should know what to do with the rest
