If Mint were ever to join Holo in some capacity, they likely would make need to make exceptions, though. I'd expect the same if they try to approach Mouse or Doki, as completely unrealistic as these scenarios are.
This is because without those exceptions, none of them would ever even consider joining. And as Holo doesn't want to make them, nothing will happen.
