He's just a microcosm of everything that's wrong with it, literally a ghost from the past representing all the dangers. Sometimes there is no grand conspiracy, you just live in the ghetto. It's poetic if you go the nationalist route because the shooter has completely accepted and internalized the way Revachol is and lives like a wild animal, while you at least hold on to some ideals that it could be better in the future.
