Up until the early 2000s, the way colored folks made their raps and hip hop songs was
1) Pick a groovy song from the 60s and 70s
2) Sample beats, vocals and melody
3) Arrange it in a creative and repetitive way
4) Ruin it by babbling incomprehensible african american vernacular english over it
But then record labels started suing and demanding the sampled songs being used to be licensed and it all but killed that scene, which had to rely on original beats to create theri songs.
Fortunately, pirating FruitLoops was cheap, it ran even on old celeron computers and allowed for all sorts of people to create their own beats and, recently, put it for free online (with their tags over it) for sale on a one time payment royalty free basis.
From that excvessively tanned folks could resume with their babbled songs that, somehow, North Americans appreciate very much and, at the same time
