So if a regular membership costs $5 USD, but you pay in, I don't know, Yen, maybe it costs Y 500, however, when you do the conversion, it turns that membership is only $4 USD, so you got a cheaper membership for the same tier. This isn't very problematic with most currencies but there are a few where the difference in price may be excessive, as is the case, famously with Argentinian pesos.
I think in Argentinian pesos you can gift like 50 memberships, but instead of them being $250 USD, they end up being only like $5 total due to the odd currency exchange.
