Now it could be that my opinion on what the goal of the primer should be is different from your opinion on what the primer should be. That's fair. My opinion is that the primer should feature no more than 20 chuubas who are actively discussed in the thread. My idea of a good primer is one that introduces people into mainstream vsingers. There are tons of vsingers which I would consider mainstream that your average /vt/ reader would not know about. Just an example, but I highly doubt your average /vt/ reader even knows who HACHI is. The primer should give new readers context into the singers who are discussed in the thread, additional resources, and aid them in their journey from lurker to regular poster.
