Watching streams is niche, vtubing is niche in a niche and Vshojo is a niche inside of that. You could find people in your city that are into that just like you but that is not guaranteed.
Just pick up something, something that have people and you'll make friends eventually. I go to the gym regularly and I made friends there even though I did not expect it and I was really anti-social.
