archive.org is a good free option for archival. The streaming of vods isn't perfect but it works.
Archive.org has no upload limits. I moved 9TB of vods there this year (with 5 moe TB to go) and i had no issues and their TOS mentions no upload limit. In fact the encourage you to upload files in best quality. They have been around for 20 years and run on donations for archival of digital media and backup their files.
I moved my full nyanners archive on there and i will archive her vods there now since she has an official vod channel:

I have local backups of everything as well (i have about 40 TB of hardrive space for vods spread over 5 drives) but its an option for people that want to archive things but dont have the space. If i had to guess for one vtuber a 6TB drive goes a long way. I only need that much space as i archive 6 vtubers and 4 of them are full time streamers.
