It's the same reason mint and doki didn't join an org, because they can't guarantee they'd see increased CCV and exposure when they already collab with them. I suspect even that collabs may have been done to see if they would gain any boost from PC or VSJ and they didn't, so they decided it wasn't worth revenue-sharing with a declining vtuber fanbase.
