I think, just like with the Tomoe "important stream" last year, nijis are kinda numb to the amount of graduations they have every year, so they just don't think that people will take a black screen with ominous text that way.
I still remember how Mika had a stream waiting room titled "I have something to say", less than a month after Sana graduated, after the same announcement stream.
They're incredibly out of touch there.
