Technically, Pekora could also play the watch hours game. Maybe, most other Holos do too and it'll be too broken for even streamhatchet to even count or most other metric sites only if they can cooperate with their clippers. Like a lot of us say, that clippers were the one that made Hololive as they are now, but how would they get appreciated?
Some Holos take a day off, maybe a week, a month. They also have dead slots too in the afternoon or maybe during EU hours. By utilizing & compiling the best clips that are well subbed, funny and with good context of the matter into a livestream while also looping it 3-4 times, they would actually incur a freaking large watch time. It would also show/credit the channels that clips them. Once that is done, the VOD will be listed, but it will not include the looped parts. It will be just one long compilation of funny moments during a time period.
For example,
Let's say in 7 days, Gura had done 5 streams, 60-80 clips were made, 2-5 minutes long. Only 1/4 of them made the cut. That's 20 clips, give it an average of 3 minutes per clip and that's an hour long. If they want to be scummy, they could loop it but this is just an example. Broadcast it on her breakday timeslot, and rebroadcast it on her second breakday timeslot again. If she has enough clips, she could give a different compilation instead of a rebroadcast of the old one

2022 would be as good as Pekora if she plays dirty too. Why does react/sleep stream counts when it's the laziest content ever? Why does rebroadcast stream counts into the rankings? Better yet, don't do the 24 hour week long compilation of clips on YT, fuck it and broadcast it live on twitch. Take advantage of its view-counting mechanism. It's pre-recorded, it's not even simulcast so it's not breaking ToS.

NAY, 12 hours are the maximum limit for VODs. Run it 24/7, EN subs on EN timeslot & JP subs on JP timeslot.

Thee must not be afraid, for it is only a week for every 3 months. Maybe 3-4 days if the rabbit so wills it. She'll be lucky if she still averages around 8-9k ccv after the 4th day.
tldr:
Just have holos put compilation of clips on their break day and loop it for watch hours. Don't set it as premiere, just have it live. Preferably, on dead timeslots. EU hours or JP afternoon. It'll bloat their watch hours too and clippers can get some decent exposure after the end of every break.
