Some assumptions are made based on age and environment (such as that Gura must be strong to have survived for millenia without the hax that some others get). The Unique or Variable section includes a weapon whose ability to fight solo is questionable and two people who have more authority than they do power. Also, recent evidence suggests that the power of Danchou's muscles actually far exceeds C- and even B-class. Finally allies and special equipment, such as time machines, butlers, or pirate crews, have been excluded.
