I also the idea that the council positions can be usurped and taken helps de-chuuni the lore, since it implies that council aren't literal deities. If you really want to lorefag it could even help give a deeper explanation as to why Kronii and Ame would be rivals, since Ame would be in a natural position to boot Kronii off her spot.
