Basically, Todd Phillips likes to make these dumb comedy movies, it's been his whole thing. Road Trip, Old School, The Hangover Series, Project X, etc..

Previously Todd Phillips had refused to do comic book films but he gets fed up and decides to pitch Joker and gets funded. He then writes a movie about a man who just wants to do comedy in a world that world that won't let him until he gets fed up and gives the people what they deserve, basically self-inserts as the Joker and sends a fuck you to the industry.
Unfortunately for Todd Phillips the movie does fucking great and they want him to do a sequel. He is now held captive by the industry that views him as someone he's not and he has to publicly suffer humiliation for the entertainment of everyone. So he writes Joker 2 with basically that exact premise. Harley Quinn is the movie industry and the baby is the movie, the lyrics to her song are about showbiz (see pic). The movie ends with Todd Phillips getting replaced by someone who wants to do what the industry wants cause Todd is getting out.
