It's a cultural thing and comes from the fact that till recently those were 3rd world countries living in a humid tropical climate and the only way they had to preserve their crops is to to store them in their shitty little shacks and cellars, with ze bugs and rat droppings, still the case for many regions there as far as I understand. They simply cannot comprehend the concept of not needing to wash a pre-packaged rice stored in your kitchen drawer without any insects or critters and think that the starch water you get when you wash it comes from dirt and dust
