Any marriage under 18 would be considered an 'underage' marriage, making it perfectly possible and legal in all non-purple states. (Some states have extra laws forbidding underage marriage when the partner is 21+ as well)

Also note there's been a surge of legislation raising the minimum marriage age across the US since ~2000 or so. Many states only adopted the ages on the chart in the past 10~15 years.
