The best one is to make them have individual physics but that's tricky.
Fuwawa's base outfit I think is it done badly. The bounces look unnatural and it's jarring with how the fabric doesn't move. I think the way it's done on her sideboobtastic new years outfit is probably what'd work well.
I can't remember off the top of my head who I last saw with individual breast physics that looked good and not super jello though.
