If you read her actual lore it is hilariously out of sync with everything she is and it shows why it is seriously full retard to try to assign lore to girls instead of let them do what they feel they're best at. Chloe is supposed to be some kuudere, cool-headed, glum assassin girl, and a hitman basically for La+'s evil organization. Somehow... I get the feeling Chloe either literally didn't read her lore at all and went "hey this looks like an orca's eyes, cuuuute" or, she did read it, was confused for a second, then looked at her art and thought "hey this looks like an orca's eyes, cuuuute"
