personalty-wise everything is obvious and I just hope Reine spends some more time talking with Polka and Marine as any of these two have ability to kickstart the thing.
on the racist part if you for some reason want realistic answer then Reine has different perception of tan girls because Indonesia. which is super unfortunate for Flare and will always work against her until they meet in person. of course Reine is not racist and she is still able to be into cute dark skinned anime girls! it just works different with her somatic nervous system and she misinterprets the signals and moves on without trying to see through the impression she got long time ago.
keep in mind that not so long ago Reine talked about having Flare and Polka in her dream. but only after extra thinking (at first she said there was only Suisei) and allegedly there was nothing interesting about it which unambiguously reads as too spicy to mention on public where it can be clipped and shown to the half elf who watches Reine clips religiously and even asked for new hairstyle to become more compatible with her in terms of ideal woman description.
however there is not too enough info from Reine herself to tell if any of these assumptions are true. she is too good at being secretive about stuff like that therefore practically the only thing known for sure is that Reine is still her favorite so everything in her precious hands.
