It still all comes down to luck and how good you are at mahjong.
Oh and you can also get other cosmetics and customizations from the gacha, like different bgm, tablecloths, riichi sticks, riichi animations, winning animations, etc...

The ones who have not become available again so far are collab characters with various IPs.
