You can find cheaper hotels in Yokohama, Ikebukuro, etc, but those will be almost a 2h ride to Makuhari. Shinjuku and Shibuya will be more expensive since they're high tourist areas and generally more expensive. Asakusa has cool traditional stuff and is generally cheaper anyway.
